Where Does DIY Chip Filling Stop Working?

Touch-up paint is a sealant with a cosmetic bonus, not a miniature paint job. It stops working when:

the chips are clustered. A leading edge with dozens of hits reads as a stippled patch once each one is dabbed.
the edges are lifting or flaking. Adhesion around the chip is gone, so filling the middle will not stop the spread.
